In ISO/IEC standard 8601, both 24:00 and 00:00 are allowed to indicate midnight,
with 24:00 indicating the end of the day and 00:00 indicating the start of the
next day.

...and when we talk about a deadline I think it's reasonable to assume that
midnight means the end of that day, not the start.

In many places we don't have this problem, when we put deadlines to be 23.59 or
00.01. It's very much easier to ppl understand.
